Project Cần Thơ 2030 is an independent TIC programme developed through Magrathea, connecting talent, technology and opportunity in the Mekong Delta through education, industry and international collaboration. It aligns with regional priorities, including the city’s own 2030 master plan and 2050 vision, but it is not a city-government programme, and no institution’s participation is implied here unless confirmed.

Why Cần Thơ

Cần Thơ is Vietnam’s fourth-largest city and the main hub of the Mekong Delta. The region combines strong agricultural, environmental and educational foundations with pressing needs: digital transformation, export compliance (personal-data law, CBAM/EUDR, emissions-trading readiness), climate resilience and high-tech agriculture. It has several universities producing tens of thousands of graduates a year, a strategic role in Vietnam’s agricultural exports, and a growing metropolitan population.

Compared with Hanoi and Ho Chi Minh City, the Delta has had fewer startup accelerators, less compliance and regulatory innovation capacity, and limited private capital structures. That gap is the programme’s starting point.

What the programme does

Magrathea’s role is to orchestrate, connect, translate and accelerate: to bring universities, industry, investors and international partners around shared problems and shared actions. The programme works through:

  • international keynote speakers and workshops on innovation, RegTech, climate and governance;
  • problem statements and challenges developed with regional stakeholders;
  • pilot and accelerator pathways for student and early-stage teams;
  • introductions to venture and private capital networks.

Current public activity is run from the programme’s own site, cantho2030.com, which hosts its challenges, pitch, sponsor and contact routes.

A proposed model

The programme proposes a three-pillar structure for how the region’s stakeholders could work together. These are proposals and invitations, not agreements or operating structures:

  1. Public leadership and policy enablement — strategic direction, pilot access and governance for early innovations from regional authorities.
  2. University-anchored talent and research — a university-led innovation hub with a privacy-compliant data sandbox, a climate and environment lab, and a digital-governance lab.
  3. Private-sector execution and investment — accelerators, venture building, micro-pilots, technical workshops and private investment vehicles.

Proposed roadmap, 2027–2030

The following phases describe the programme’s ambitions. Dates and counts are targets, not completed work.

  • Phase 2 (2027) — foundation. Build trust, visibility and alignment: speakers, workshops with regional departments and academics, identification of 2027 pilot problem statements, co-design of a first set of micro-pilots and a challenge book.
  • 2027–2028 — acceleration. Accelerator programmes in RegTech and ClimateTech, a growing cohort of startups, micro-pilots across agriculture, logistics, environment and digital government, student MVP programmes and private capital structures.
  • 2028–2030 — scaling. Port-compliance systems, city-wide digital governance, distributed-energy deployments, agricultural export-compliance readiness, climate dashboards and a regional RegTech and smart-city summit.

Relationship to TIC

Project Cần Thơ 2030 is developed through Magrathea, The Improbability Company’s regional-programmes division. It draws on Tech Forge’s engineering team in Cần Thơ and on Melvin Labs’ products where they are relevant, but it is a programme, not a client project or a TIC product, and it does not speak for any government body.
