2025年,在湄公河三角洲的中心地带涌现了一个战略机遇:一个快速发展的都市区,拥有强大的农业、环境和教育基础——但创新和合规生态系统欠发达。
该区域以芹苴市为中心,其特点是:

我们如何将一个未充分利用的生态系统转变为创新、监管科技、气候科技和可持续增长的区域中心? (How do we turn an underutilised ecosystem into a regional centre for innovation, RegTech, ClimateTech, and sustainable growth?)
这成为了我们支持2030年项目的起源。 (This became the genesis of the Our supporting Project 2030 Plan.)
⭐ 机遇:一片绿色的创新生态系统 (The Opportunity: A Greenfield Innovation Ecosystem)
与河内和胡志明市等主要城市相比,湄公河三角洲缺乏: (Compared to major cities like Hanoi and Ho Chi Minh City, the Mekong Delta lacked:)

- 国际加速器 (International accelerators)
- 合规和监管创新能力 (Compliance and regulatory innovation capacity)

- 9所大学,培养了数万名毕业生 (9 universities, producing tens of thousands of graduates)

- 在越南农产品出口中的战略地位 (A strategic role in Vietnam’s agricultural exports)
- 对防洪、盐度监测和能源转型的迫切需求 (Serious needs around flood resilience, salinity monitoring, and energy transition)
- 迅速扩张的城市人口 (A rapidly expanding metro population)
- 成为越南南部生态与创新中心的雄心勃勃的计划 (Ambitious plans to become the ecological & innovation hub of southern Vietnam)

⭐ 应对:一个三支柱的创新架构 (The Response: A Three-Pillar Innovation Architecture)
我们的组织引入了一个结构化的、多方参与者的创新模型,围绕三个核心支柱构建: (Our organisation introduced a structured, multi-stakeholder innovation model, built around three core pillars:)
1. 公共领导与政策赋能 (Public Leadership & Policy Enablement)
人民委员会为早期创新提供战略指导、试点访问、智慧城市路径、PDPL对齐和治理。 (The People’s Committee provides strategic direction, pilot access, smart-city pathways, PDPL alignment, and governance for early innovations.)
2. 大学锚定的“人才与研究”引擎 (University-Anchored Talent & Research Engine)
由CTU领导的创新核心,包括: (A CTU-led Innovation Hub housing:)
- 一个数据沙盒单元(符合PDPL)(A Data Sandbox Unit (PDPL-compliant))
- 一个气候与环境实验室(ETS/MRV,盐度,洪水分析)(A Climate & Environment Lab (ETS/MRV, salinity, flood analytics))
- 一个数字治理实验室(电子许可,工作流工具,证书,合规性)(A Digital Governance Lab (e-permits, workflow tools, credentialing, compliance))
3. 私营部门执行与投资引擎 (Private Sector Execution & Investment Engine)

阶段1 (2026): 奠基与激活 (Foundation & Activation)
目标是建立信任、知名度、能力和协同,而不是过早地匆忙进入加速器。 (The goal is to build trust, visibility, capability, and alignment — not rush into accelerators prematurely.)
活动包括:(Activities include:)
- 关于创新、监管科技、气候和治理的国际主题演讲嘉宾 (International keynote speakers on innovation, RegTech, climate, and governance)
- 与政府部门和CTU学者的研讨会 (Workshops with government departments and CTU academics)
- 识别2026-2027年的试点问题陈述 (Identification of 2026–2027 pilot problem statements)
- 启动创新核心概念 (Launch of the Innovation Hub concept)
- 共同设计10-15个微型试点 (Co-design of 10–15 micro-pilots)
- 开发2026年挑战书 (Development of the Challenge Book 2026)
结果: 建立在合作、共同理解和实际规划基础上的结构化基础——将城市和大学确立为可靠的合作伙伴。 (A structured foundation built on collaboration, shared understanding, and realistic planning — establishing the city and university as credible partners.)
阶段2 (2027–2028): 加速与部署 (Acceleration & Deployment)
一旦达成协同,该计划就会扩大规模: (Once alignment is achieved, the initiative scales:)
- 两个加速器项目(监管科技+气候科技)(Two accelerator programs (RegTech + ClimateTech))
- 每年吸引20-40家初创企业 (Attraction of 20–40 startups per year)
- 在农业、物流、环境和数字政府部门部署100个微型试点 (Deployment of 100 micro-pilots across agriculture, logistics, environment, and digital government)
- 启动私人资本结构 (Launch of private capital structures)
- 学生主导的MVP项目和训练营 (Student-led MVP programs and bootcamps)
- 产业-大学创新循环 (Industry-university innovation loops)
结果: 一个由试点、研究、人才和私人资本支持的运行良好的创新生态系统。 (A functioning innovation ecosystem backed by pilots, research, talent, and private capital.)
阶段3 (2028–2030): 规模化、整合与区域领导 (Scaling, Integration & Regional Leadership)

- 智能港口合规系统 (Smart Port compliance systems)
- 全市范围内的PDPL和数字治理推广 (City-wide PDPL & digital governance rollout)
- DER/微电网部署 (DER/microgrid deployment)
- 农业CBAM/EUDR准备 (Agricultural CBAM/EUDR readiness)
- 用于政府决策的气候仪表板 (Climate dashboards for government decision-making)
- 湄公河智慧城市与监管科技峰会(3,500-5,000名代表)(Mekong SmartCity & RegTech Summit (3,500–5,000 delegates))
结果: 一个面向未来的城市,被公认为湄公河三角洲的创新、合规和气候适应能力中心。 (A future-ready city recognised as the Innovation, Compliance, and Climate Resilience Hub of the Mekong Delta.)
